چکیده

To Draft or Not to Draft? Efficiency, Generational Incidence, and Political Economy of Military Conscription We study the efficiency and distributional consequences of establishing and abolishing the draft in a dynamic model with overlapping generations, taking into account endogenous human capital formation as well as government budget constraints. The introduction of the draft initially benefits the older generation while harming the young and all future generations. Its Pareto-improving abolition requires levying age-dependent taxes on the young. These being infeasible, abolition of the draft would harm the old. The intergenerational incidence of the gains and losses from its introduction and abolition helps to explain the political allure of the draft. JEL Classification: H20, H57, I21, D63

The Political Economy of Conscription

The Political Economy of Conscription Though in decline recently, military conscription is still a widely used mode of staffing armies. Since not many valid economic, social or military arguments in favor of the draft can be put forward, the question emerges why societies choose to rely on it. In this survey we explain the political allure of military conscription by its specific intraand inter...

Military Draft and Economic Growth in OECD Countries

Military Draft and Economic Growth in OECD Countries Economic theory predicts that military conscription is associated with static inefficiencies as well as with dynamic distortions of the accumulation of human and physical capital. Relative to an economy with an all-volunteer force, output levels and growth rates should be lower in countries that rely on a military draft to recruit their army ...

The Economic Costs and the Political Allure of Conscription

Since Adam Smith, most economists have held that a professional army is superior to a conscript army, thanks to benefiting from comparative advantage and specialization. We summarize recent literature on the benefits and costs of military draft, with a special emphasis on its dynamic effects on human capital formation. Empirical evidence refutes the claim that the economic costs of the draft wo...

Opportunity Cost and the Incidence of a Draft Lottery

Opportunity Cost and the Incidence of a Draft Lottery Military conscription implicitly taxes draftees. Those who would have volunteered at the market wage may be forced to serve for lower wages, and those with higher opportunity costs may be forced to serve regardless, yet little is known about the distribution of this burden. We exploit the Danish draft lottery to estimate the causal effect of...

I Want You! The Determinants of Military Conscription

What explains the use of military conscription? Using a new dataset of more than 100 countries over a period of 200 years, we examine the determinants of a state’s decision to implement a military draft. We argue that the decision to use conscription is largely dependent on historical factors. Specifically, we contend that former British colonies are less likely to use conscription as a means o...
